An ordinary brush for oil or watercolor painting will do.
There may be a misunderstanding about shellac consistency. If too thick it will not penetrate into the clay, if too thin, it will crumble away while washing. Unfortunately I have only a vague idea what % I use as the bottle goes now for ages. I aim for 20 % shellac flakes in ethanol (denaturated).

It is the result that counts. If you are happy with wax, so be it! And, indeed, you can carve through shellac quite easily and in my opinion and experience, the cuts are more crisp & sharp

I did use a hair dryer after each water-spraying session, but I don't think It was all that necessary. I also carved through the was resist to add details. Could I carve through the shellac as easily, I wonder?
